We all know that a lot of conscript men legally or illegally went abroad and stayed there. And because of the risk of mobilization, they do not plan to return until the end of the war.
And in draft law 10449, they offer such a way to deal with it.
They want to introduce a provision that the performance of consular actions in foreign diplomatic establishments of Ukraine in the conditions of martial law upon applications of male citizens of Ukraine between the ages of 18 and 60, who are conscripts, , is carried out on the condition that the specified persons have military registration documents.
This means that a conscript between the ages of 18 and 60 will now be able to extend a special database foreign passport, obtain a foreign passport, or perform some actions through Ukrainian consulates and embassies abroad only if he presents a military ID.
And if you don't show it - that's all, sorry, we can't serve you.
Of course, this violates the basic rights and interests of citizens, of course, it is unlikely to contribute to the influx of men to Ukraine. But alas, these are the changes that are planned to be introduced.
And even for those who are now in Ukraine, but plan to leave, it will be impossible to get a foreign passport without a military ID. That. if you want to leave, go to the military enlistment office. Such a logical one.
What services can be obtained through the consulate even without a military ID
However, even if they accept the changes and limit the rights of Ukrainians abroad, as proposed by draft law 10449, it will still be possible to receive certain services even without a military ID to conscripts aged 18 to 60 through the consulates and embassies of Ukraine.
