In the case of illustrations, I eventually came to the point where I set the task and limitations for myself.

I defined the working goals for creating illustrations with the project customer
I thought through the requirements for the visual part, taking into account the business task
After each stage, I tested the usability truemoney database of the solution with the customer, collected feedback and improved the product.
The result is a product that not only meets the formal requirement of “making a set of elements for an illustration,” but also actually solves the problem of the speed of creating images without a designer.
It turns out that it doesn't matter whether there are strict requirements for the design or no restrictions. In any case, you need to discuss with the customer what he wants.

If there are no restrictions, then the designer needs to ask questions on his own, catch the pitfalls, find out as much information as possible and form a complete picture of the project.
If the customer immediately communicates the requirements, discuss them, find out what is behind them. Perhaps some restrictions are not necessary or this task can be solved more effectively.
